Consider the distance of the subject, the direction and speed the subject is moving in relation to your position, and your lens type and/or focal length. Rule of thumb: minimum shutter speed of 1/x the focal length for hand holding the camera and avoiding camera shake. Example, if focal length is 100, then minimum shutter speed would be 1/100 or 1/125 as a full stop.

An interesting background is important for panning shots. Without an appropriate background, no panning will result. Begin following the subject before pressing the shutter. Follow the subject with a single smooth motion keeping it in the same spot in your viewfinder. Follow through with the subject after the shutter closes.

If your lens has it, turn off image stabilization.
